Fontaine is in some ways the most grounded of the nations of Teyvat, and even there, it is not that uncommon to see Vision wielders and others possessed of elemental power. We have simply focused primarily on technological developments instead - though I suppose pnuemousia reactions are close enough to magic for most people.
