I've investigated a portion of this level, including a balcony to the exterior, and the level above, which is functionally a forest but was once the top deck of the ship. Both the topdeck and the balconies are protected by a barrier of sorts that prevents a significant portion of the storm from entering - as intense as its ferocity may seem from here, it is far worse beyond.
